Description

Follows #1707 #1700
The last commit in that PR leaked more LG logic into visual editor which brought side effects to following works[1].

Our original design is to let Shell provide LG CRUD APIs to editors for operating lg templates. We removed the getLgTemplates api from Shell in prev commit 22e1b74 only because of we don't want the 'get' api parse lg file one more time; however, we still need a 'GET' api to make those lg apis work as a fully functioned group.

In this PR, two changes are included:

  1. changes in 1707's last commit is reverted, re-provides the getLgTemplates API in ShellApi
  2. re-implement the getLgTemplates handler by leveraging the parsed lgFiles object.
