Bumping from v0.6.0 to post-v0.7.0.

Difference between v0.7.0 and master (brancz@ec87729) at the time of bump is in 3 added PRs:

Where the first one is a documentation fix, the second one is not relevant for us, and the last one is necessary to fix a bug.

This is also making possible to run kube-rbac-proxy in rootless mode as this feature was added in v0.7.0
