1. Minimal reproduce step (Required)

1. Use playground to build a tidb server
2. Use "~/.tiup/bin/tiup bench tpch prepare -D tpch1 -T 4 -H 127.0.0.1 -P 4000 --sf 1" to prepare data
3. run "set tidb_mem_quota_query = 50000000;" to set tidb_mem_quota_query to a small value
4. run prepare stmt from "analyze table lineitem";
5. run execute stmt;

The statement executes successfully.

ERROR 1105 (HY000): Your query has been cancelled due to exceeding the allowed memory limit for a single SQL query. Please try narrowing your query scope or increase the tidb_mem_quota_query limit and try again.[conn=1833862249828057511]
