What problem does this PR solve?

Issue Number: close #35414

Problem Summary:
support encoding and decoding session variables. This is used for the session manager.

What is changed and how it works?

Encode the states in session.EncodeSessionStates() and decodes them in session.DecodeSessionStates().
Read-only variables are ignored in this PR. They will be handled in the next PR.
We don't need to document it because it won't be exposed to users.
