Remove unnecessary **kwargs from spa_python and get_total_irradiance

• Closes pvlib.solarposition.spa_python has unused and undocumented **kwargs #1430 temporarily
• I am familiar with the contributing guidelines
• Adds description and name entries in the appropriate "what's new" file in docs/sphinx/source/whatsnew for all changes. Includes link to the GitHub Issue with :issue:`num` or this Pull Request with :pull:`num`. Includes contributor name and/or GitHub username (link with :ghuser:`user`).
• Pull request is nearly complete and ready for detailed review.

Removed **kwargs in line 276 to 278 from pvlib.solarposition.spa_python as per comment

Thanks @Naman-Priyadarshi for opening this PR! Can you please add a short what's new note as well? We don't have a v0.9.2 file yet, so please make a new one (you can use the v0.9.1 file as a template).

Also, would you like to add a couple other changes following the discussion in #1430? The two additional changes would be removing the **kwargs in these places:
