…ieyouxu Rename `needs-matching-clang` to `needs-force-clang-based-tests` This header is much more restrictive than its old name would suggest. As a result, most of the tests that use it don't actually run in any CI jobs. Mitigation for rust-lang#126180, though at some point we still need to go back fix the affected tests to actually run.

Rollup merge of rust-lang#126257 - Zalathar:needs-matching-clang, r=jieyouxu Rename `needs-matching-clang` to `needs-force-clang-based-tests` This header is much more restrictive than its old name would suggest. As a result, most of the tests that use it don't actually run in any CI jobs. Mitigation for rust-lang#126180, though at some point we still need to go back fix the affected tests to actually run.

This has the same problem outlined by rust-lang#126180, where the tests do not actually run as no test-running CI enviroment has `RUSTBUILD_FORCE_CLANG_BASED_TESTS` set. However, I still find it interesting to turn the Makefiles into the rmake format until the Clang issue is fixed. This should technically be tested on MSVC... if MSVC actually ran Clang tests.

Via #126155, I discovered that the
//@ needs-matching-clang
compiletest header is a lot more strict than one might assume from its name.Tests with this header are not run by default, regardless of whether a “matching clang” is available or not. Instead, they only run if environment variable
RUSTBUILD_FORCE_CLANG_BASED_TESTS
is set.The only test job that sets this variable is
x86_64-gnu-debug
, but that job currently doesn't actually run any tests! (Though that might change as a result of #126155.)@rustbot label +A-compiletest +A-testsuite
