Delete TIM on RSU test

To delete a TIM:
- Create REST DELETE request containing JSON RSU information in the body
- Submit the request with the index in the URL
/tim?index=5
:
- Verify success:
- HTTP 200
{"deleted_msg":"5"}
indicates the message was successfully deleted - HTTP 400
No message at index 5
indicates there was no message to delete - HTTP 400
Invalid index -1
indicates the index is out-of-bounds [0,99] - HTTP 408
Timeout
indicates a network error
