chore(buffer): tidy up some of the module level docs for disk_v2 #17093

As the title states, this is just a small amount of cleanup to the disk_v2 module-level documentation. I've tried to lay out the fundamental concepts -- records, data files, etc -- in a more incremental way for being able to read the module docs and build up a quicker understanding of the fundamentals.

Overall, it's a fairly benign change.
