Upload current project

Ability to upload the current project #2 using the AppStudio upload tool.

we dont currently have an icon for upload in appstudio - so have taken the one from survey123 for now (this comes from https://devtopia.esri.com/Melbourne/Survey123/blob/master/Connect/images/cloud-upload.png)

NB: the above white looking space is an image, click it to download

• tested on windows 10, linux 18 and mac os 10.13, successfully opening and uploading a project on each
• we will need a mechanism for being to download an app - or get updates from online to an app that is already saved locally. splitting this part of to own issue Get updates from online for an already downloaded app #13
• toolbar icon still needs to be updated, this required to close this current issue.

have split the icon updating off to #14, marking it as impeded until the vscode issue is resolved.
without this, the upload project tool works as expected. if enhancements are required they should be created as new specific issues.
