To get pass this error:

Cannot ioctl TUNSETIFF tun: Operation not permitted (errno=1)

Follow directions below:

After installing via PTSBox. You must navigate to "/opt/appdata/deluge/openvpn" to add you ca.crt and preferred CITY/COUNTY.opvn.

Afterwards, go into portainer and click on the container named "deluge", select "duplicate/edit" radio button.

Go to bottom of the page an click "Env". Here you will edit things pertinent to you i.e., vpn provider (if using PIA, type pia, if using AirVPN, type airvpn, all others type custom. Set whatever other settings you're using such as privoxy and port forwarding.

Once complete with credentials, click on the "capablities" radio button and in the list on the very far right turn on NET_ADMIN. Then choose deploy the container and go view the logs to see if you are successful. If successful you will, see:
