…an imported endpoint (#21523)

The `InterfaceVpcEndpointTarget` currently accepts an imported endpoint
`IInterfaceVpcEndpoint`, but the actual implementation requires access
to the `CfnVPCEndpoint` resource which is only available from the
`InterfaceVpcEndpoint`.

This appears as breaking, but I don't think it should be considered as
breaking since you can currently _only_ pass a `InterfaceVpcEndpoint`.

I thought about adding support for `IInterfaceVpcEndpoint`, but that
would require updating the `fromxxx` method to take the route53 zone and
the DNS name for the endpoint. If you need to know those values to use
this construct then you might as well just create a normal Route53
record.

`StringParameter.valueFromLookup` can be used to retrieve a string
value, but that value could be in any format and there are times where
it is provided as input to properties that require a specific format
(i.e. arn format). Because of the way that lookups are resolved, it is
possible for the initial value to be the dummy value
`dummy-value-for-${parameterName}` which might cause synth errors.

Since there is no way for the CDK to know _how_ you will use the
returned value, we can't really add logic to specifically handle edge
cases. For example, we could have `valueFromLookup` always return a
token, but then it would no longer be able to be used in cases where a
`string` is required. See #8699 (comment)
for a good analysis.

This PR adds documentation instructing users how to handle these use
cases.

…n sources that use CloudWatch Events (#20149)

When using a newly-created, CDK-managed resource, such as an S3 Bucket or a CodeCommit Repository,
as the source of a CodePipeline, when it's in a different Stack than the pipeline
(but in the same environment as it),
and we use CloudWatch Events to trigger the pipeline from the source,
that would result in a cycle:

1. Because the Event Rule is created in the source Stack, that Stack needs the name of the pipeline to trigger from the Rule, and also the Role to use for the trigger, which is created in the target (in this case, the pipeline) Stack. So, the source Stack depends on the pipeline Stack.
2. The pipeline Stack needs the name of the source resource. So, the pipeline Stack depends on the source Stack.

The only way to break this cycle is to move the Event Rule to the target Stack.
This PR adds an API to the Events module to make it possible for event-creating constructs to make that choice,
and uses that capability in the CodePipeline `CodeCommitSourceAction` and `S3SourceAction`.

Fixes #21464. KMS keys imported using `fromKeyArn()` currently take the environment of the stack, not the environment from the arn.

This PR follows the precedent set in #19026 and #18255. It is essentially the same code change and tests. Ideally, we would have a mechanism for testing all `fromXxxArn` APIs to ensure they have the correct behavior. There are still many places where it does not. However, given the significant overhead of creating such a mechanism, I'm creating this one-off PR to unblock users in KMS.

Stemming from #20756, currently there are a lot of duplicated Fargate props throughout the library ie `cpu`, `memory`. This can make adding Fargate properties tedious as you have to add them into every Fargate type.

This PR introduces `FargateServiceBaseProps` which will hold all of the common Fargate properties and allows all Fargate variations to inherit from. 

As an example, I have added in `runtimePlatform` to all Fargate services.


I still need to make a small README update, but want to get this pushed up for thoughts/suggestions/feedback.

Add `--concurrency` parameter to `cdk deploy` command to enable concurrent deployments while respecting stack dependencies. Concurrency mode will only work with `--progress events` due to the poor interaction of concurrent deployments and the progress bar rendering.

CDK users who deploy their Lambda function with S3 code provider cannot use hotswap deployment today. It's because -- in order for the function version and alias to work -- they need to use a dynamic value in either function's description or environment variable. Since neither of them is supported by hotswap, CDK always performs a full deployment. 

This change allows Lambda function to be hotswappable when there's change in the function's description and/or environment variables. These changes are categorized as configuration changes and are updated by calling `updateFunctionConfiguration`. Since the existing waiter `UpdateFunctionCodeToFinish` is now used to wait for both code update and configuration update, I renamed it to `UpdateFunctionPropertiesToFinish`.

Functional wise, this PR is identical to the now-reverted changes in #21305. The only difference is the fix for integration test (commit [#82dbd4)](82dbd41)

This integ test cannot pass using `CONNECT_SSM`  because it requires setup of resources
ahead of time that the L1 construct does not handle. Because roles use eventual consistency, 
just adding the role to the test isn't a good solution. `CONNECT_SSH` works just fine.

A note has been added to the `ConnectionType.CONNECT_SSM` enum that a role and instance
profile must be setup beforehand if it is selected. Eventually if/when an L2 construct is created 
we should handle this setup.

When the ECR source action was initially released, ECR did not yet
integrate with EventBridge so it was necessary to use CloudTrail.
Since then ECR was updated to integrate with EventBridge so relying on
CloudTrail is no longer necessary.

This PR changes the event rule that triggers the pipeline to use the
`ECR Image Action` instead of the CloudTrail event.

This change does lead to the `AWS::Events::Rule` resource being deleted
and recreated, but that should not cause any issues since there is no
state involved. I tested this by using the integ test and manually
validated that pushing an image to the ecr repo triggers the pipeline.
The steps are outlined in the `integ.pipeline-ecr-source.ts` file.

Currently when you create a RestApi cloudwatch logging is enabled by
default. This will create an IAM role and a `AWS::ApiGateway::Account`
resource, which is what is used to allow API Gateway to write API logs
to CloudWatch logs. There can only be a single API Gateway account per
AWS environment (account/region), but CloudFormation will not throw an
error if you try to create additional accounts. Instead it will update
the existing account with the new configuration.

This can cause issues if customers create more than 1 RestApi.
The following scenario is an example.

1. Create a single `RestApi`
A new `AWS::ApiGateway::Account` and IAM role is created.
2. Create a second `RestApi`
Another `AWS::ApiGateway::Account`/IAM role is created which
_overwrites_ the first one. The first RestApi now uses the account/role
created by this `RestApi`.
3. Delete the second `RestApi`
The `AWS::ApiGateway::Account`/IAM role is deleted along with the second
`RestApi`. The first `RestApi` no longer has access to write to
CloudWatch logs.

Because of this behavior, the correct thing to do is to disable
CloudWatch logs by default so that the user has to create the global
resource separately. This new behavior is behind a feature flag
`@aws-cdk/aws-apigateway:disableCloudWatchLogs`.

In addition, the default retention policy for both the API Gateway
account and IAM role has been set to `RETAIN` so that existing
implementations that do not use the feature flag can avoid the above
scenario. The resources will be unmanaged, but existing RestApis will
not break.

I've updated all the existing integration tests to use the old behavior by explicitly setting
`cloudWatchLogs: true`. I then added a new integration test for the new behavior.

If TypeScript compiler option `strictPropertyInitialization` is set to `false`, it is possible to pass an undefined value to the `fromLookup` method in `HostedZone`. Currently the error message `Cannot read property 'endsWith' of undefined` will be displayed. This error message does not indicate the root cause, so it is difficult to fix the problem.

This fix introduces an additional check that shows an appropriate error message.

Fixes #10053.

This change adds a new `isPipeline` method to `PipelineBase`. This method works the same way as `Stack.isStack` (checking if a specific `Symbol` property is defined on the provided object), and serves the same purpose: to check if a provided object extends `PipelineBase` (e.g., `CodePipeline` would return true, while `Stack` or `s3.Bucket` would return false).

DNS namespaces are currently setup in a way which only allow for discoverability via DNS or API, this means it is not currently possible to register non-ip instances within a DNS based namespace.

After this change you can create a DNS based service with an optional ```discoveryType``` If this ```discoveryType``` is set to ```DiscoveryType.API``` then you can register non IP based instances to this service using the ```registerNonIpInstance``` function

If no DiscoveryType is passed than the default from the namespace is used, so for an HTTP namespace this is ```API``` 
and for DNS derived namespaces this is ```DNS_AND_API```

This means DNS type namespaces can have services registered with a combination of discovery types.
