Note, that test case
 
class A<T extends String> {}
main() {
  var x = new A<List>();
}

has compile-time checking, but no runtime checks are added to the new invocation.

Currently there isn't any storage of type information at the class level, so A<T extends String> is lost, but A<List> isn't. The RTT code has checks for assignability and implementation, so we could store A<String> with the class and add some run-time checks.
