It's already tested in the internal package, and this test is causing flakiness due to reading the actual config

What does this PR do?
It removes the read config tests in the testcontainers package, because it's already tested in the internal ones.
Why is it important?
That test function was testing a pass-through function for reading the config from the testcontainers package.
