Add support for Apigee Sharedflow

Using handwritten approach for sharedflow as create API requires a file to be uploaded as `octet-stream` and mmv1 does not support this pattern

Using direct api call instead of golang library because golang library for this api is broken see: b/265084250

Hi! Sorry for the delay - I ran the test and found an issue in import I think, I have left a comment. Also, I noticed a lot of the DEBUG logs are using fmt.Printf, if you wouldn't mind cleaning those up, that'd be great! Thanks for contributing!

Oh, sorry! Thanks for the clarification! Yea, so I guess I'd recommend keeping sharedflow required, make description optional and make continue_on_error optional and set it Default: true (this will send true in the request if the user doesn't set it in the config). Does that sound ok to you?

@5fff I'm so sorry, I think we'll need to rebase again :(
Specific errors are config.userAgent (userAgent needs to be capitalized), sendRequest will need to be capitalized, and sendRequestWithTimeout. That's all I can see, but there may be more. Again, I'm so sorry - we've run into this a few times now since this PR has been open for a bit.

Sorry, I should have been more specific, with the merged changes we'll need to update the code in the flowhook too. I marked 3 spots with the 3 different errors I'm seeing, but you'll want to search the code for more. I'm also only seeing these 3 functions that were recently capitalized, but I'd recommend doing a make test locally after generating to make sure they've all been caught. Thanks!
