@rileykarson explaining override directory fix:
previously I was only iterating on resource yaml's that existed in mmv1 and then checking if there was an override in the override directory. This did not for the case of when a resource yaml only existed in the override directory. Accounted for by iterating over both directories separately.
Including in this PR since it will be necessary for private to operate correctly.
