• See Bugfix: Fix logic for computing the 100-th percentile #2644 description for the testing on Hera. I am not able to directly test these changes to confirm that they actually fix the original problem on WCOSS2. But there is a high likelihood that they will.

Thanks @jprestop. I did receive feedback from @rgbullock via email and incorporate his suggested change of erroring out if the requested percentile is outside the range [0, 1].
