Update main_v11.0-ref after #2761 upgraded seneca to Debian Bookworm #2770

The NB20231218 nightly build failed on seneca for main_v11.0. The main_v11.0-ref branch unit test failed to compile with the error message listed below. Using this pull request to upgrade the contents of main_v11.0-ref to the output of the newer version of autoconf in main_v11.0.
