This adds a MET version 11.0.0 flowchart, updates the User's Guide overview section to point to it, refines the wording of the overview section, and updates the bugfix issue template.

Looks good to me. These changes mostly involves documenting that certain tools can also read input data using Python Embedding. I approve.
