The Continuous deployment was not working. I need to add these IP ranges as specified by MS in order to allow communication from the ACR. See bit.ly/2xGlegR for details.

I have tested these lines individually and run them against all RCMP environments successfully. After doing so for the DEV environment it has fixed the Continuous Deployment issues and builds are getting pushed to the App Service.
