Notes: Community Meeting - Some new issues out of F4 development

Editors agree fixity need not be complete, thus need not necessarily inherit from earlier versions #408 By implication, fixity is not a source for object state so do not try and use it that way.

Implementation Notes needed on filesytem differences and defensive path naming (in general terms)

AH/SW comments in #407 on leading characters stand . .. / need to be explicitly disallowed.
